Why? I hesitate to remind you, because this topic has been discussed before, but ...
Fandezhi is a system shared by many users, and some components, such as CICS, are shared by many users. You do not, repeat do not restart these components on a whim like it is your personal computer running some rinky dink Windows operating system. A great deal of effort has gone into the design of these systems so that change can be managed without having to restart the system or major component.

CICS has been restarted - I hope the system is now monitored and that whoever causes it to fall over again will be mercilessly booted off the system and will have their IP address blacklisted.
