running a IMS cobol pgm batch mode : IRLM is not active:

I am trying to run an IMS cobol program in batch mode. The job does not start as the internal resource lock manager IRML is not active. The spool message is shown below.

IBM support manuals suggest to get this resolved by requesting the operator to see if the IRLM (in this case ?IVP1) name is correct. The operator would have to reply ABEND to the DFS039A message (as it a WTOR and expects a response from operator) if the IRLM name is incorrect and then start IMS again specifying the correct IRLMNM. If IRLM name is correct, the operator would have to wait until the IRLM is active and then reply RETRY to the WTOR.

Stick to simple COBOL

Seriously, Mike Stramba and I have been trying to get IMS to start several times, but without any luck. It probably needs intervention by sysprog, so it might be worth PM'ing him on the problem.
